The safety policy is a broad based statement of the organization as to the importance and priority of health and safety programs, theircommitment to them and the employer and employee roles in their development and use. The policy should be built and executed at the executive level of the organization. The Safety Plan is a more specific document that defines the training, documentation, type, and other specifics regarding the organizations program. The plan should include all members of the organization and may even reach out to contractors and clients. The plan must include tasks that are routine and relevant to the organization or to the site(s) and provide for all perceivable hazards. Site Specific Safety Plans Site Specific Plans are used to document, inform, mitigate and control known or potential hazards specific to a specific location or function. These plans must consider all individuals who may have access to the site in compliance with OSHA's "Right to Know" and "Multi-employer workplace" requirements. Safety plans that are site specific require as much specific data as possible regarding the site and its potential hazards, and may include the following:
Hazard Assessments WINS utilizes our expertise in performing comprehensive general safety hazard assessments at our client's telecommunications sites. RF exposure may be only one of many possible hazards including: falls, biological, confined spaces, chemicals, etc. OSHA requires a hazard assessment to be performed to determine the proper Personal Protection Equipment (PPE) required at the work place. RF surveys including evaluation of MPE data, use of the proper measurement equipment to perform both E and H field measurements requires trained, competent, and qualified personnel. Web Based Training: Based on RSI's one day "RF Site Safety Awareness" (SSA) seminar, this training is available on-line at www.winsnet.com and should be taken on annual basis. Three versions of the SSA course are now available, a nine part version in English, the same course in Spanish, and three part audio enhanced version. Each part takes approximately thirty minutes to complete. The course features a glossary, the ability for students to ask questions of qualified RSI instructors via email and testing to ensure knowledge and completion of the subject matter. Upon completion of the courses, students can download or print certificates of completion and will be mailed a wallet-sized card documenting their training. For OSHA compliance this card should be taken with them at all times they are visiting a site. As with the general safety courses provided on the site, student progress is documented and reported to your designated responsible managers via their secure access to the WINS Learning Manager program. This program records and archives real time student activity and success. The records should be downloaded or printed and included in the company's safety program files. The audit includes a general overview of the site location, directions and access and security data, conditions of the grounds, antenna structure(s), buildings and equipment areas, electrical and HVAC, standby power and fuel systems, etc. the site audit reports also denote any hazards or potential hazards noted and suggested remedies.
