Amber Alert broadcasts aimed at locating missing children have extended their reach beyond radio, TV and freeway signs in eleven states with the launch of a new web portal accessible to advanced pagers and cell phones. The program expansion was announced in Seattle during a meeting of the National Governors
Association, and is expected to eventually be embraced by 49 of 50 states.

FCC ADOPTS A SOLUTION TO 800 MHZ PUBLIC SAFETY INTERFERENCE

By unanimous vote, the FCC has approved the Nextel spectrum
swap. The decision gives Nextel highly sought airwaves in the
1.9 GHz band in exchange for Nextel giving up some of its
800 MHz holdings so Nextel signals will no longer interfere
with public safety communications.

From the OSHA view point, a hazard assessment must be performed to determine the proper Personal Protection Equipment (PPE). (29 CFR 1910.132) At an antenna site this hazard assessment would involve everything at the site, such as RF from all contributors, toxic plants, chemicals, falling objects and so on. For RF exposure personal monitors, Frequencies would need to be known for all transmitters contributing to the ambient RF at the site even though they may not be those of the company doing the work. In this way the worker could chose the appropriate PPE for the site. A Personal Protection Monitor with an upper limit of 2.5 GHz would not be appropriate at a site where there was 8 GHz microwave transmitters present. From a practical sense this would be like sending a worker into an oxygen deficient atmosphere with a dust mask.

OSHA 47 CFR §73.49... "Antenna towers having radio frequency potential at the base (series fed, folded uni-pole, and insulated base antennas) must be enclosed within effective locked fences or other enclosures. Ready access must be provided to each antenna tower base for meter reading and maintenance purposes at all times. However, individual tower fences need not be installed if the towers are contained within a protective property fence".
