| North Carolina Proposes New Telecomm Laws |
Recognizing the tremendous increase of telecommunications towers and their associated hazards, the state of North Carolina is proposing new rules for industry employers and employees. The total number of towers in operation in the state grew to 20,798 in 2003 and continues to grow. "The North Carolina Department of Labor Occupational Safety & Health Division proposes to address the unique hazards within this field of work including, but not limited to, fall protection, non-ionizing radiation, and employee training and to clarify employer responsibilities regarding the use of personal protective equipment (PPE) by their workers during construction, maintenance and demolition of communications towers". These rules are more industry specific than the existing NC and OSHA standards in use today.
In addition to the current OSHA definitions the proposed definitions address: Safety plans, Safety conditions, Competent and Qualified persons, Fall Protection Equipment, 100% Fall Protection, Qualified Climber, Tower inspection, Construction and Maintenance. Also addressed are Employer Responsibilities, Hazard Identification and Assessment, Personal Fall Arrest Systems (PFAS), Emergency and Rescue Procedures, Non-ionizing Radiation Exposure, Lock Out tag Out Hoists and gin Poles, Record Keeping and Training. It is expected other states will adopt similar new laws to stem the industry incident and accident rates.
