Written Safety Plans-General Safety

siteservice_book2.jpg Every organization should have a written Safety Policy and Safety Plan. The safety policy is a broad based statement of the organization as to the importance and priority of health and safety programs, theircommitment to them and the employer and employee roles in their development and use. The policy should be built and executed at the executive level of the organization. The Safety Plan is a more specific document that defines the training, documentation, type, and other specifics regarding the organizations program. The plan should include all members of the organization and may even reach out to contractors and clients. The plan must include tasks that are routine and relevant to the organization or to the site(s) and provide for all perceivable hazards. OSHA requires competent and qualified training to be provided far all affected employees on all sections of the safety program. OSHA requires the safety and health plan to:
  • Demonstrate management's leadership of the program
  • Employee Participation and training
  • Employee input and participation in implementing and evaluating the plan.


Site Specific Safety Plans
Site Specific Plans are used to document, inform, mitigate and control known or potential hazards specific to a specific location or function. These plans must consider all individuals who may have access to the site in compliance with OSHA's "Right to Know" and "Multi-employer workplace" requirements. Safety plans that are site specific require as much specific data as possible regarding the site and its potential hazards, and may include the following:
  • Access and security information
  • Site maps
  • Inventory
  • Photographs
  • EMS data
Development of Site Specific Safety Plans varies depending on the accurate data available. Gathering of the required data might require site audits, inventories, and field RF surveys (PLEASE NOTE: RF surveys for EME studies are separate and by quotation). Some records may already be in the site files or available from clients. Each site must be viewed individually based on this data.

Hazard Assessments
WINS utilizes our expertise in performing comprehensive general safety hazard assessments at our client's telecommunications sites. RF exposure may be only one of many possible hazards including: falls, biological, confined spaces, chemicals, etc. OSHA requires a hazard assessment to be performed to determine the proper Personal Protection Equipment (PPE) required at the work place. RF surveys including evaluation of MPE data, use of the proper measurement equipment to perform both E and H field measurements requires trained, competent, and qualified personnel. WINS looks at all aspects of the site's safety hazards and recommends real solutions for their elimination or mitigation.

MPE Analysis
In today's litigious society, it is up to YOU as the site owner, manager, carrier or supervisor to make sure that personnel at your sites are not exposed to potentially harmful energy or conditions. Not unlike Material Safety Data Sheets for any hazardous materials that exist in the workplace, MPE (Maximum Permissible Exposure) reports document the potentially hazardous energy being emitted from your FCC licensed antenna. This will not only meet the FCC criteria for determining your site or transmitter's emissions potential, it gives you and your workers a usable tool for creating your safety plan for working in the area of active transmit antennas, thus partially satisfying the OSHA requirements. RF Safety Awareness Training

    Web Based Training:
    Based on RSI's one day "RF Site Safety Awareness" (SSA) seminar, this training is available on-line at www.winsnet.com  and should be taken on annual basis. Three versions of the SSA course are now available, a nine part version in English, the same course in Spanish, and three part audio enhanced version. Each part takes approximately thirty minutes to complete. The course features a glossary, the ability for students to ask questions of qualified RSI instructors via email and testing to ensure knowledge and completion of the subject matter. Upon completion of the courses, students can download or print certificates of completion and will be mailed a wallet-sized card documenting their training. For OSHA compliance this card should be taken with them at all times they are visiting a site. As with the general safety courses provided on the site, student progress is documented and reported to your designated responsible managers via their secure access to the WINS Learning Manager program. This program records and archives real time student activity and success. The records should be downloaded or printed and included in the company's safety program files.

    The program used under the supervision of a qualified person conforms to the FCC's and OSHA's requirements for RF Safety Training. Some of the features of this interactive training are:

    Site Assessments
    WINS does site assessments the "old fashion way" we actually get out of the car. WINS follows a very in depth format for every site assessment and endeavors to provide as much meaningful information about the site and the adjacent area as possible. We know the criteria required to assure successful site use negotiations and as contractors have suffered the results of "Drive by Assessments". WINS uses drawings, digital pictures, maps and other visual aids to enhance or reports.

    Site Audits
    WINS Site Audits follow a prescribed method of auditing the site based on existing information as provided by the site owner / manager and site data developed during the audit. The audit includes a general overview of the site location, directions and access and security data, conditions of the grounds, antenna structure(s), buildings and equipment areas, electrical and HVAC, standby power and fuel systems, etc. the site audit reports also denote any hazards or potential hazards noted and suggested remedies. WINS uses drawings, digital pictures, maps and other visual aids to enhance or reports.
    Site Inventories & Reports
    WINS takes great care in doing site inventories by gathering all your available site data and records prior to the physical inventory then melding the data to the most meaningful report. Our report format provides as much information as possible regarding each piece of equipment including: make, model, serial number, customer ID, frequencies, size, location, accessories, coax ID, and more. Tower inventories are also available. WINS notes grounding status, electrical problems, and other conditions that should be corrected. Also provides suggestions for site improvement or improved use. WINS uses drawings, digital pictures, maps and other visual aids to enhance or reports.
