Mt. Wilson FCC Fines Upheld
FINES AFFIRMED AGAINST THREE MT. WILSON BROADCASTERS (Courtesy of CGC Communicator)

In October 2003, the FCC issued tentative fines of $10,000 each to KBIG-FM, KKBT (FM), KRTH-FM and KWHY-TV for violating the maximum radiofrequency radiation ("RFR") exposure limit rules in a publicly accessible area on Mt. Wilson.

Rather than fight the charges, KBIG-FM, the major contributor to the RFR problem, elected to pay its $10,000 share. The other stations, however, filed arguments as to why their fines should be reduced, dismissed or rescinded.

The Forfeiture Order just released summarizes the arguments of the other three stations, discusses them, discards them and affirms that the $10,000 fines are still valid. The Commission further states that, "Payment of the forfeiture shall be made.... within 30 days of the release of this Order." But that's not all.

The FCC takes KKBT, KRTH and KWHY to task for continuing "to misinterpret their responsibilities under the Commission's RFR Rules." We'll let you discover what this little gem is all about. Download the Order (second URL below), study paragraphs 11 and 34, and you will better understand the RFR obligations of stations that contribute significant power densities at multi-user sites.
